A Field Manual for Shepherds
Pastoral
Pastoral Care Protocols
Purpose of This Manual
This manual provides practical, biblical guidance for those entrusted with the care of souls.
Just as emergency medical providers follow established protocols to assess, treat, and care for patients, shepherds must learn to provide consistent, compassionate, and biblical care to those God places in their path.
These protocols do not replace Scripture, prayer, the guidance of the Holy Spirit, professional counseling, medical treatment, or the wisdom of experienced leaders.
The objective is not merely to solve problems, but to guide people toward Christ, the Great Physician and Chief Shepherd.
Core Principle · BSI
Bible — What does God say?
Scripture — What truth applies?
Inclusion — How can this person be connected to God and His people rather than isolated?
2Section One · General Operations
Protocol 1
Routine Spiritual Care
Purpose
To provide routine spiritual support, encouragement, and assessment before a crisis develops.
Indications
- Discouragement or loneliness
- Spiritual fatigue
- Everyday struggles
- Life transitions
- A general need for support
BSI
Bible. Scripture. Inclusion. Ensure biblical truth is present and the individual remains connected to healthy fellowship.
Assessment
- Listen before speaking.
- Understand before advising.
- Ask questions before making assumptions.
- Identify immediate concerns and underlying needs.
“Let every man be swift to hear, slow to speak...”
— James 1:19
Protocol 1 · Treatment
Listen. Connect.
Speak Life.
Listen
Give the person room to speak. Many people have not had someone genuinely listen to them in a long time.
Connect
Remind them they are not alone.
- Connect them to God.
- Connect them to Scripture.
- Connect them to the body of Christ.
Speak the Word of Life
Not merely opinions. Not clichés. Truth spoken in love.
“The words that I speak unto you, they are spirit, and they are life.”
— John 6:63
Protocol 1 · Treatment
Pray. Bridge.
Acknowledge.
Pray
Pray with them, not merely for them. Invite them into the conversation with God.
Bridge and Acknowledge with Truth
Acknowledge the reality of their situation.
- Do not minimize pain.
- Do not deny difficulty.
- Build a bridge from where they are to what God says.
Example
“What you’re feeling is real. This situation is difficult. But this is not the end of the story. God has not abandoned you.”
5Protocol 1 · Completion
Pearls
- People often need compassion before correction.
- Listening is not agreement; it is assessment.
- Isolation magnifies suffering.
- Truth without love wounds.
- Love without truth misleads.
- The goal is not dependence upon the caregiver, but growth toward Christ.
Disposition
- Continue routine follow-up.
- Reassess as needed.
- Escalate to advanced spiritual care—a pastor, elder, or mature believer—when the situation exceeds your level of training or responsibility.
The goal of every protocol is restoration, discipleship, and faithful care.
